Information and Communication Technologies for Development
This book constitutes the refereed proceedings of the 14th IFIP WG 9.4 International Conference on Social Implications of Computers in Developing Countries, ICT4D 2017, held in Yogyakarta, Indonesia, in May 2017. Open Data in Developing Economies
Recent years have witnessed considerable speculation about the potential of open data to bring about wide-scale transformation. The bulk of existing evidence about the impact of open data, however, focuses on high-income countries. Much less is known about open data’s role and value in low- and middle-income countries, and more generally about its possible contributions to economic and social development. Open Data for Developing Economies features in-depth case studies on how open data is having an impact across the developing world-from an agriculture initiative in Colombia to data-driven healthcare projects in Uganda and South Africa to crisis response in Nepal. The analysis built on these case studies aims to create actionable intelligence regarding: (a) the conditions under which open data is most (and least) effective in development, presented in the form of a Periodic Table of Open Data; (b) strategies to maximize the positive contributions of open data to development; and (c) the means for limiting open data’s harms on developing countries.

This book adopts various perspectives to identify the obstacles to affordable digital technologies in order to enable, enhance, and effect development. The book plays on the tension between success reports and optimistic projections, on one hand, and empirical evidence of technological belly splash, on the other hand. Gendered Power and Mobile Technology
Mobile phones are widely viewed as the information and communication technology that holds the most promise for bridging global digital divides. Gendered Power and Mobile Technology uses empirical research to focus on changing intersections between technology, gender and other categories of social and cultural power difference (such as age, race, class, and ethnicity) in the use of mobile communication technologies. Informality, Labour Mobility and Precariousness
From the erosion of state legitimacy in Lebanon to the use of smartphones in Kyrgyzstan, from a Polish suburb to the music scene in Azerbaijan, this volume attempts to explain why, in a variety of world regions, a substantial number of people tend to ignore or act against state rules. We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.
