This guidance will provide support for the fire and rescue services in the resolution of incidents involving breathing apparatus. This supersedes Technical Bulletin 1/1997 Breathing Apparatus Command and Control Procedures ISBNs: 9780113411627, 9780113412228, 9780113412624 and the consolidated edition ISBN 9780113412631. Fire and rescue service personnel operate in a dynamic and sometimes hazardous environment. The activities covered include incidents involving fire, water, height, road traffic collisions, chemicals, biological hazards, radiation and acts of terrorism. Operational guidance provides a consistency of approach and forms the basis for common operational practices.
During September 2007 the Chief Fire and Rescue Adviser, Sir Ken Knight, was asked by the Secretary of State for Communities to carry out a review of the Fire and Rescue Service operational response to the flood related emergencies which occurred during the summer of 2007. Essential reading for those involved in disaster recovery, this publication is the report arising from the review. It addresses concerns raised about the flooding and suggests recommendations for good practice.
The Government's programme to replace 46 local fire and rescue service control rooms with nine purpose-built regional control centres has been inadequately planned, poorly executed, and badly managed. Given the investment of public funds already committed, and the benefits that will accrue, the MPs conclude that the Department for Communities and Local Government (DCLG) should press ahead with the FireControl project so long as Ministers can agree urgently a viable project plan that will see the project go live by a target date of mid-2011 and in which the main stakeholders can have confidence. The excessive cost of abandoning the project - an extra £8 million more than it will cost to comp...

The Fire and Rescue Service Operational Guidance - Railway Incidents presents a framework for a safe system of work for operations at incidents involving railways. It provides robust yet flexible guidance that can be adapted to the nature, scale and requirements of the incident. Incidents involving railways may generate intense media attention where the operations of the emergency services are rigorously scrutinised. Whilst much of this attention is approving it will invariably focus on the preparedness of the emergency services and their operational effectiveness. Such incidents may place significant demands on local fire and rescue services and often require a national co-ordinated response from across the country
The £330 million New Dimension programme has enhanced the 46 English Fire and Rescue Services' capacity to respond to terrorist attacks and other catastrophic incidents such as major flooding. But better value for money could have been secured in the procurement of the specialist vehicles and equipment. The programme was introduced following the terrorist attacks of September 11 2001. It involved procuring specialist vehicles and equipment, training 10,000 fire fighters, and helping to prepare Fire and Rescue Services to tackle terrorist and other major incidents. The equipment has already been used successfully at three major incidents to date: the Buncefield fire, the 2007 summer floods, ...

This unique text fills a major gap in the emergency services literature by surveying the research on fire and rescue service management in the UK. An extensive evidence base focuses on organizational culture, leadership skills, standards, and accountability, emphasizing the services’ dual roles as first responders and guardians of public safety and prevention. The implications for international public health and safety programs are made clear as the services’ recent history illustrates the complex challenges typical of functioning within local and national political contexts. Chapters take on a broad range of management, leadership, service delivery, and staffing concerns, including: · ...
