The Humanitarian Challenge
This book includes contributions from academics, practitioners and policy-makers connected with the Network on Humanitarian Action (NOHA), an international association of universities that is committed to interdisciplinary education and research on humanitarian action. Celebrating the twentieth anniversary of NOHA, this book highlights some of the most pressing issues and challenges facing humanitarian action and explores potential solutions. Drawing on theory and practice, and spanning a broad range of subject matter, the book explores the origin of key concepts such as human security, reconciliation and resilience and questions their effectiveness in the pursuit of humanitarian ends. It also charts current developments in the humanitarian system, in particular in its legal and financial frameworks. Issues relating to humanitarian stakeholders, such as the role of the media and the protection of humanitarian workers, are also addressed. The contributions are influenced by a range of disciplines, including anthropology, political science, legal studies and communications.
International Humanitarian Action
This textbook examines a wide range of humanitarian action issues in five parts, presented by specialists from different academic fields. Understanding the War in Kosovo
The war in Kosovo has been a defining moment in post-Cold War Europe. Kosovo has great importance beyond the Balkans as the most ambitious attempt of the international community to prevent internal conflicts and rebuild a society destroyed by war and ethnic cleansing. As the danger of ethnic conflict prevails in the region and elsewhere around the world, the experience of Kosovo offers important lessons. This is a comprehensive survey of developments in Kosovo leading up to, during and after the war in 1999, providing additionally the international and regional framework to the conflict. It examines the underlying causes of the war, the attempts by the international community to intervene, and the war itself in spring 1999. It critically examines the international administration in Kosovo since June 1999 and contextualizes it within the relations of Kosovo to its neighbours and as part of the larger European strategy in Southeastern Europe with the stability pact. It does not seek to promote one interpretation of the conflict and its aftermath, but brings together a range of intellectual arguments from some sixteen researchers from the Balkans, the rest of Europe and North America.
Western Intervention in the Balkans
Conflicts involve powerful experiences. The residue of these experiences is captured by the concept and language of emotion. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. The book concentrates on the conflicts among Albanian and Slavic populations (Kosovo, Montenegro, Macedonia, South Serbia), along with some comparisons to Bosnia.

Elusive Justice
Fifty years of violence perpetrated by guerrillas, paramilitaries, and official armed forces in Colombia displaced more than six million people. In 2011, as part of a larger transitional justice process, the Colombian government approved a law that would restore land rights for those who lost their homes during the conflicts. However, this restitution process lacked appropriate provisions for rural women beyond granting them a formal property title. Drawing on decades of research, Elusive Justice demonstrates how these women continue to face numerous adverse circumstances, including geographical isolation, encroaching capitalist enterprises, and a dearth of social and institutional support. Donny Meertens contends that women's advocacy organizations must have a prominent role in overseeing these transitional policies in order to create a more just society.
