The Mild Voice of Reason

In recent years, many Americans and more than a few political scientists have come to believe that democratic deliberation in Congress—whereby judgments are made on the merits of policies reflecting the interests and desires of American citizens—is more myth than reality. Rather, pressure from special interest groups, legislative bargaining, and the desire of incumbents to be reelected are thought to originate in American legislative politics. While not denying such influences, Joseph M. Bessette argues that the institutional framework created by the founding fathers continues to foster a government that is both democratic and deliberative, at least to some important degree. Drawing on o...

Driving Democracy

Proposals for power-sharing constitutions remain controversial, as highlighted by current debates in Iraq, Afghanistan, Nepal, and Sudan. This book updates and refines the theory of consociationalism, taking account of the flood of contemporary innovations in power-sharing institutions that have occurred worldwide. The book classifies and compares four types of political institutions: the electoral system, parliamentary or presidential executives, unitary or federal states, and the structure and independence of the mass media. The study tests the potential advantages and disadvantages of each of these institutions for democratic governance. Cross-national time-series data concerning trends in democracy are analyzed for all countries worldwide since the early 1970s. Chapters are enriched by comparing detailed case studies. The mixed-method research design illuminates the underlying causal mechanisms by examining historical developments and processes of institutional change within particular nations and regions. The conclusion draws together the results and the practical lessons for policymakers.

Combining a thorough introduction to the work of nineteenth and early twentieth-century Italian social theo-rist Vilfredo Pareto with a highly read-able English translation of Pareto's last monograph, "Generalizations," origi-nally published in 1920, this work illus-trates precisely how and why demo-cratic forms of government undergo decay and are eventually re-invigo-rated. More than any other social scien-tist of his generation, Pareto offers a well-developed, articulate, and com-pelling theory of change based on a Newtonian vision of science and an en-gineering model of social equilibrium. In his introduction, Powers focusses on Pareto's intellectual maturation and on his overall theory o...
