Consumer Policy from Below

Since its existence in the 1950s, consumer policy in Germany has been understood and pursued primarily as a bundle of actions and measures initiated and institutionalised by the state. In many cases, the state has also issued corresponding mandates and set up support models, which has created the impression that we are basically dealing with a 'consumer policy from above' imposed by macro-politics. Not that there have not been repeated attempts in the past decades to give impetus to consumer policy from the middle of civil society - often in the form of small citizens' initiatives. And in recent years in particular, a number of new consumer organisations have emerged which operate much close...

Environmental Governance in Europe

ÔThis path-breaking book, written by three well known experts, makes an extremely valuable contribution to the study of ÒnewÓ environmental policy instruments as well as to much wider theoretical debates about governance, policy innovation, learning and transfer. Drawing on an unrivalled comparative empirical study of five different jurisdictions, it manages to make many new points about issues that many of us thought had already been settled.Õ Ð Martin JŠnicke, Free University of Berlin, and former deputy chair, German Advisory Council on the Environment, Germany ÔMuch more than a study of environmental policy instruments, this book ranges widely and authoritatively over the Ògovern...

Humanity After Selfish Prometheus

Neither any technological development nor any institutional mechanisms (economical, legal, political etc.) can compensate the lack of ethical persons. Reaching sustainable development and life of quality is possible only on the basis of view which is not trapped, flat and reducing, on the basis of an effort, which ca - founded on temperance and humility (in relation to the nature, self, others and (O)other) - (co)create cooperation, higher order synthesis and synergy of the crafts that are the conditio sine qua non of survival, harmonious world and (decent) existence of a human (as a human) in it. Environmental Politics in Japan, Germany, and the United States

A decade of climate change negotiations almost ended in failure because of the different policy approaches of the industrialized states. Japan, Germany, and the United States exemplify the deep divisions that exist among states in their approaches to environmental protection. Germany is following what could be called the green social welfare state approach to environmental protection, which is increasingly guided by what is known as the precautionary principle. In contrast, the US is increasingly leaning away from the use of environmental regulations, towards the use of market-based mechanisms to control pollution and cost-benefit analysis to determine when environmental protection should take precedence over economic activities. Internal political divisions mean that Japan sits uneasily between these two approaches. Miranda A. Schreurs uses a variety of case studies to explore why these different policy approaches emerged and what their implications are, examining the differing ideas, actors, and institutions in each state.

Environmental Policymaking

The methods employed in the pursuit of environmental protection are often highly contested, leading to alternative policy approaches. This book details the frequently neglected topic of these alternative approaches to environmental policymaking through case studies drawn primarily from the United States, Germany, and Japan. Among the policy instruments analyzed are eco-audits, voluntary agreements, tradable permits, green taxes, environmental impact assessments, and command and control regulations. Also examined are international regulatory arrangements to encourage sustainable forestry management practices. Various evaluative criteria are applied to each case study, including environmental effectiveness, economic and political efficiency, administrative efficacy, and technological innovation.

Transnational Environmental Policy analyses a surprising success story in the field of international environmental policy making: the threat to the ozone layer posed by industrial chemicals, and how it has been averted. The book also raises the more general question about the problem-solving capacities of industrialised countries and the world society as a whole. Reiner Grundmann investigates the regulations which have been put in place at an international level, and how the process evolved over twenty years in the US and Germany.
