On 1st October 2004 the employment provisions of the Disability Discrimination Act 1995 will be extended to include uniformed services. This means that from that date firefighters are no longer exempt from these provisions. The main change is the need to assess those with disabilities on an individual basis and consider reasonable adjustments in any cases where there is an issue over their capability for their role. The new occupational medical guidance will assist the medical advisers and occupational health practitioners to guide senior managers in reaching informed, evidence-based decisions when considering new applicants to the service and deciding on the course of action to take when existing staff develop medical conditions which may constitute a disability.

This report sets out the findings of the Balance of Funding Review Steering Group, set up to consider options for reforming the way local authorities in England are funded. The Review took place between April 2003 and July 2004, and was chaired by Nick Raynsford MP, the Minister for Local and Regional Government. Findings of the Steering Group include there are strong arguments in favour of shifting the balance of central/local funding of local government towards more local funding, although this would depend on the feasibility and desirability of measures adopted. It is possible to shift the balance of funding towards a higher proportion of local revenue whilst still maintaining current levels of equalisation for higher needs and resources between different council areas. To achieve this, the report recommends that the council tax should be retained but reformed, supplemented by either re-localised business rates, a local income tax, or a combination of both; with a fair and effective system of council tax benefit vital a crucial component.
