El éxito o fracaso de la políticas públicas depende de su implementación. Sin embargo, en México sabemos poco sobre cómo y porqué una políticas se implementan mejor que otras. Variaciones de implementación explora empíricamente esas preguntas y contribuye a ampliar nuestro conocimiento sobre la materia. A partir del análisis riguroso de ocho casos de políticas y programas públicos federales, este libro identifica y discute los factores políticos, administrativos e institucionales que condicionan los procesos de implementación en México. The Political Regulation Wave
Why has there been uneven success in reducing air pollution even in the same locality over time? This book offers an innovative theorization of how local political incentives can affect bureaucratic regulation. Using empirical evidence, it examines and compares the control of different air pollutants in China-an autocracy-and, to a lesser extent, Mexico-a democracy. Making use of new data, approaches, and techniques across political science, environmental sciences, and engineering, Shen reveals that local leaders and politicians are incentivized to cater to the policy preferences of their superiors or constituents, respectively, giving rise to varying levels of regulatory stringency during the leaders' tenures. Shen demonstrates that when ambiguity dilutes regulatory effectiveness, having the right incentives and enhanced monitoring is insufficient for successful policy implementation. Vividly explaining key phenomena through anecdotes and personal interviews, this book identifies new causes of air pollution and proposes timely solutions. Democratizing the State
Democratic institution-building experiences, innovative forms of social organization, and the development of multiple state-society interfaces represent a significant political phenomenon in Latin America in the last half-century. By comparing the two largest countries of the subcontinent, Brazil and Mexico, Democratizing the State examines social accountability and social control regimes. These regimes are conceived configurations of relationships between actors, organizational structures, norms, and resources, all arranged in a stable and institutionalized manner to exert social control over state actors and functions. The book addresses the contrasting characteristics and different functions through which the citizenry and civil society exert control over state action in both countries. Characterizing these experiences broadly as regimes is novel and enlightening regarding the work of practitioners and scholars on political participation, social accountability, and democracy in the global South and the global North.
