Impact of Organised Crime on the EU's Financial Interests
This analytical study, requested by the European Parliament's Committee on Budgetary Control, examines the impact of organised crime on EU's finances. Taking together the expenditure and revenue sides, the research suggests that between 1% and 2% of the EU budget is defrauded each year. The study also assesses measures at the EU and Member State levels to combat the problem, and recommends actions to help reinforce these measures.

Implementation of EU customs legislation with regard to areas such as risk management and impact management measures differs across Member States. National systems also diverge in the extent to which they have been updated in line with the UCC. Furthermore, significant differences in sanctions regimes create barriers to trade and distortions in the Single Market. This study makes recommendations to Member States and the EU to address some of the weaknesses of the current customs controls and sanctions regime. The report has also analysed why some regions or municipalities have been more affected than others, by reviewing the division of fiscal powers across LRAs for each Member State as well as the impact of the crisis on local economies.
A Study on the Application and Impact of Directive (EU) 2015/2366 on Payment Services (PSD2).
This study contributes to the review of the Directive (EU) 2015/2366 on Payment Services (PSD2) by assessing whether the introduction of the PSD2 helped reach the five general objectives identified in the European Commission's impact assessment. To do this the study analyses the key trends that have affected the payments market and the performance of the Directive in terms of its relevance, effectiveness, efficiency, coherence and EU added value. Based on the conclusions of this assessment, the report identifies a number of areas where there is room for improvement and it provides a set of recommendations regarding possible revisions of PSD2 provisions. From a methodological perspective, the assessment is supported by a comprehensive review of literature on market trends, in-depth legal research in selected EU Member States, and primary fieldwork through interviews and an online survey. Following the Commission's Better Regulation Guidelines, the analysis is based on an evaluation framework and underpinned by a cost-benefit analysis.
