John Hilley earned his Ph.D. in economics and went to work for the Congressional Budget Office in 1983 before joining the Senate Budget Committee. After working in the office of the Senate Democratic Majority Leader, Hilley became President Clinton’s director of legislative affairs from 1996 through 1998. In this interview, Dr. Hilley discusses federal budgeting and, in particular, the negotiations leading up to the 1997 Balanced Budget Act and Taxpayer Relief Act.

John Hilley, Sr. and his wife, Unitey Burns, lived in County Donegal, Ireland. Their son, John Jr. (died 1908), married Jennie (Jane) McArthur (ca. 1830-1883) in County Lanarkshire, Scotland. They came to the U.S. in 1869 and settled in Blossburg, Pennsylvania. Descendants lived in Pennsylvania, New Hampshire, Iowa, Kentucky, Ohio, Scotland, and elsewhere.
