Papers presented at the 2003 Neural Information Processing Conference by leading physicists, neuroscientists, mathematicians, statisticians, and computer scientists. The annual Neural Information Processing (NIPS) conference is the flagship meeting on neural computation. It draws a diverse group of attendees -- physicists, neuroscientists, mathematicians, statisticians, and computer scientists. The presentations are interdisciplinary, with contributions in algorithms, learning theory, cognitive science, neuroscience, brain imaging, vision, speech and signal processing, reinforcement learning and control, emerging technologies, and applications. Only thirty percent of the papers submitted are accepted for presentation at NIPS, so the quality is exceptionally high. This volume contains all the papers presented at the 2003 conference.

Machine Learning for Cyber Agents
The cyber world has been both enhanced and endangered by AI. On the one hand, the performance of many existing security services has been improved, and new tools created. On the other, it entails new cyber threats both through evolved attacking capacities and through its own imperfections and vulnerabilities. Moreover, quantum computers are further pushing the boundaries of what is possible, by making machine learning cyber agents faster and smarter. With the abundance of often-confusing information and lack of trust in the diverse applications of AI-based technologies, it is essential to have a book that can explain, from a cyber security standpoint, why and at what stage the emerging, powerful technology of machine learning can and should be mistrusted, and how to benefit from it while avoiding potentially disastrous consequences. In addition, this book sheds light on another highly sensitive area – the application of machine learning for offensive purposes, an aspect that is widely misunderstood, under-represented in the academic literature and requires immediate expert attention.

New Computational Paradigms
This book constitutes the refereed proceedings of the first International Conference on Computability in Europe, CiE 2005, held in Amsterdam, The Netherlands in June 2005. The 68 revised full papers presented were carefully reviewed and selected from 144 submissions. Among them are papers corresponding to two tutorials, six plenary talks and papers of six special sessions involving mathematical logic and computer science at the same time as offering the methodological foundations for models of computation. The papers address many aspects of computability in Europe with a special focus on new computational paradigms. These include first of all connections between computation and physical systems (e.g., quantum and analog computation, neural nets, molecular computation), but also cover new perspectives on models of computation arising from basic research in mathematical logic and theoretical computer science.
