Neste livro o objetivo geral é mostrar de que forma a concepção jurídica-legal do poder no século XVIII possibilitou a ampla compreensão do termo governamentalidade, pois as estratégias políticas estavam direcionadas ao controle da população tal como exposto no curso "Segurança, Território, População", ministrado por Michel Foucault no Collège de France, em 1977-1978. Para realizar tal intento, torna-se necessário partir da confrontação crítica que Foucault estabelece com a ideia do poder soberano no interior do chamado Estado Moderno em Jean-Jacques Rousseau. No curso acima referido, Foucault critica, exatamente, essa noção de soberania, pois o francês identifica que há um corpo intermediário [governo] equipado com um aparato jurídico que se torna na prática uma gestão governamental camuflada cujas ferramentas principais são os dispositivos de segurança para regulamentar a população. Essa ideia de um governo como governo da população utiliza técnicas de poder, isto é, aparelhos tecnológicos para normatizar os membros desse Estado ao desenvolver um método controlador sob a aparência de um discurso em prol do bem-estar da população.
