Most of the world is happily witnessing a decline in the burden of COVID-19 disease after the global efforts to develop, produce, and deploy anti-SARS-CoV2 vaccines to massive country-level vaccination campaigns. At the same time, this decline is coming at the cost of a silent public crisis due to the rise in the number of people suffering from the post-COVID-19 syndrome (commonly known as long COVID). These people experience a wide set of symptoms, such as persistent fatigue, post-exertional malaise after minimal physical or mental effort, and unrefreshing sleep, representing a substantial healthcare burden worldwide. Some of these people also comply with the current criteria for the diagnosis of Chronic Fatigue Syndrome (CFS), a complex disease often stigmatized by society and neglected by research funders over the years.

El reconocimiento de los derechos de la víctima en el ámbito de la ejecución penitenciaria ha generado un intenso debate doctrinal, principalmente por el riesgo de que su implementación pueda menoscabar los derechos del penado. Desde esta óptica, se tiende a percibir a la víctima como un posible obstáculo para la reinserción del reo, bajo el argumento de que su participación estaría motivada por un afán retributivo o vengativo. En contraposición, la doctrina victimológica aboga por la necesidad de construir un sistema penal que sea justo, efectivo y equilibrado, capaz de armonizar los derechos de la víctima y del condenado. Este enfoque busca fortalecer la legitimidad del derecho penal mediante un modelo que integre de forma equitativa los intereses de todas las partes implicadas. En este contexto, surge una cuestión central: ¿es posible diseñar un modelo de ejecución penitenciaria que contemple, en igualdad de condiciones, los intereses de la víctima, del penado y de la sociedad en su conjunto, superando la aparente contradicción que persiste en la actualidad? Este desafío constituye el eje central de la presente obra.
