This book examines the structure and operation of peer review as a family of quality control mechanisms and looks at the burdens placed on the various forms of peer review. Assuming that peer review is central to the functioning of U.S. science policy, Chubin and Hackett explore the symbolic and practical value of peer review in the making, implementing, and analysis of this policy.

Foundations of Program Evaluationheralds a thorough exploration of the field of program evaluation--looking back on its origins. By summarizing, comparing, and contrasting the work of seven major theorists of program evaluation, this book provides an important perspective on the current state of evaluation theory and provides suggestions for ways of improving its practice. Beginning in Chapter Two, the authors develop a conceptual framework to analyze how successfully each theory meets the specific criteria of its framework. Each subsequent chapter is devoted to the presentation of the theoretical and practical advice of a significant theorist--Michael Scriven, Donald Campbell, Carol Weiss, Joseph Wholey, Robert Stake, Lee Cronbach, and Peter Rossi.

Power, Knowledge, and Politics

If knowledge is power, then John Hird has opened the doors for anyone interested in public policymaking and policy analysis on the state level. A beginning question might be: does politics put gasoline or sugar in the tank? More specifically, in a highly partisan political environment, is nonpartisan expertise useful to policymaking? Do policy analysts play a meaningful role in decision making? Does policy expertise promote democratic decision making? Does it vest power in an unelected and unaccountable elite, or does it become co-opted by political actors and circumstances? Is it used to make substantive changes or just for window-dressing? In a unique comparative focus on state policy, Pow...

The Political Uses of Expert Knowledge

Why do politicians and civil servants commission research and what use do they make of it in policymaking? The received wisdom is that research contributes to improving government policy. Christina Boswell challenges this view, arguing that policymakers are just as likely to value expert knowledge for two alternative reasons: as a way of lending authority to their preferences; or to signal their capacity to make sound decisions. Boswell develops a compelling new theory of the role of knowledge in policy, showing how policymakers use research to establish authority in contentious and risky areas of policy. She illustrates her argument with an analysis of European immigration policies, charting the ways in which expertise becomes a resource for lending credibility to controversial claims, underpinning high-risk decisions or bolstering the credibility of government agencies.

Evaluation is a controversial and little-understood strategy of public governance, control, and decision making. As early as classical antiquity, scholars were summoned to court to counsel kings. Public policy and program evaluation is a recent addition to the great chain of attempts to use the brainpower of scholars and scientists to further the interests of the state. Evaluation scholars are asked to provide retrospective assessments of the implementation, output, and outcome of government measures in order to effect deeper understanding and well-grounded decisions on the part of those in charge of government operations. Evaluation is the process of distinguishing the worthwhile from the w...
