In 2004, at its inception, the Literacy and Numeracy Secretariat defined nine strategies to facilitate the implementation of practices that exist within schools and school boards to improve the reading, writing, and mathematics skills of Ontario school children. Schools on the Move
"The context for Schools on the Move is the diversity of Ontario and the good work being done in schools across the province. Emerging from both the Schools on the Move themselves and the research literature are five major themes that describe the practices that are required to move schools forward: Monitoring student learning and setting direction. Managing cultural change. Focusing on teaching and learning. Sharing and distributing leadership for learning Connecting with families and communities. Vignettes from classrooms and schools identify what these themes look like and sound like from the perspective of students, teachers, administrators and parents. Literacy and Numeracy Secretariat (Section 3.07, 2009 Annual Report of the Auditor General of Ontario).
The Literacy and Numeracy Secretariat (Secretariat), part of the Ministry of Education's Student Achievement Division, was established in 2004 to provide specific support to school boards and schools. The Auditor General of Ontario presented the results of a value-for-money audit of the Literacy and Numeracy Secretariat as section 3.07 of the Auditor General's 2009 annual report. The objective of the audit was to assess whether the Secretariat had adequate procedures in place to measure and report on the effectiveness of its activities in fulfilling its mandate to ensure that students in Ontario achieve a high level in reading, writing, and mathematics by age 12; and ensure that its transfer payments to school boards are properly managed and directed to the areas of greatest need of support for students' achievement levels to improve. In May 2010 the Standing Committee on Public Accounts held public hearings on the Auditor's report. This Committee report presents the Committee's findings, views, and recommendations.--Includes text from document.

Unlocking Potential for Learning
This publication contains a case study of a district in Ontario, York Region District School Board, that is demonstrating strategies to achieve district-wide improvement in literacy and numeracy at the elementary school level. This is one of eight case studies from the Effective District-Wide Strategies to Raise Student Achievement in Literacy and Numeracy research project conducted by The Literacy and Numeracy Secretariat. First, the report puts the case studies in context, including an outline of the provincial commitment and strategy for raising student achievement in literacy and numeracy. Second, it describes the Effective District-Wide Strategies project, from which this case is derived, and highlights the overall findings from this project.--Includes text from document.
