Dynamics and Obstacles of European Governance

This book examines some of the major origins of change in institutions and policies in European governance. The authors combine a sophisticated institutional analysis with in-depth insights into European policies across a wide variety of policy fields. The fields examined are higher education, employment, research, police co-operation, as well as foreign affairs, trade, energy, and security and defence policy. Presenting the fruit of years of collaboration in an EU-funded Research Training Network, the authors expand the mechanisms through which political actors transform apparent deadlock into actual change in European policy making.

The Politics of Personal Information

In the 1970s and 1980s West Germany was a pioneer in both the use of the new information technologies for population surveillance and the adoption of privacy protection legislation. During this era of cultural change and political polarization, the expansion, bureaucratization, and computerization of population surveillance disrupted the norms that had governed the exchange and use of personal information in earlier decades and gave rise to a set of distinctly postindustrial social conflicts centered on the use of personal information as a means of social governance in the welfare state. Combining vast archival research with a groundbreaking theoretical analysis, this book gives a definitive account of the politics of personal information in West Germany at the dawn of the information society.

This study explores Customer Relationship Management (CRM) in government. Based on an interdisciplinary literature review and multiple-case study design, a model of Citizen Relationship Management (CiRM) is developed and discussed. The case studies explore the perceptions of CRM/CiRM by administrators, elected officials and consultants as well as its implementation and impact on the municipal level and in a multijurisdictional environment in the United States. Although the explorative part of the study focuses broadly on a theoretical conceptualization of CiRM, the immediate empirical referent of research are the 311 initiatives in the City of Baltimore, the City of Chicago, the City of New York and Miami-Dade County. Thus, the results help administrators and researchers to convey the idea and challenges of 311 well. The study shows that CRM is to a certain extent only partly able to make novel contributions to currently active reform movements in government. In addition, the study's findings support the idea that CiRM provides the means to a different kind of public participation.

The book focuses on the mutual implications of bureaucratic neutrality and democracy from the perspective of societies formerly under authoritarian regimes. It explores the impact of democratization on bureaucratic neutrality as well as the implications of neutral bureaucracies for democracy. Theoretical and conceptual dimensions of the subject are spelled out, and specialists discuss case studies from Eastern Europe, Africa, Latin America and Asia, therefore compounding a broad panel of the challenges and opportunities confronting the democratization process throughout the world.
