Fruto de uma dissertação de mestrado, a obra analisa a estrutura lógica das normas de competência tributária, para melhor compreender o modo como elas operam no sistema normativo. O texto promove uma ampla revisão da literatura acerca das normas jurídicas e de competência, especialmente no âmbito da Teoria Geral do Direito, concluindo que a temática da competência tributária não pode ser sintetizada na estrutura de uma típica norma prescritiva. O desenho alternativo que o autor apresenta para a estrutura das normas de competência permite confrontar as concepções mais correntes acerca das chamadas "características da competência tributária", incluindo a afirmação de sua facultatividade, a defesa da validade do art. 11 da Lei de Responsabilidade Fiscal e a apresentação de uma visão alternativa para alguns casos curiosos de proibição ou obrigação do exercício de competências para tributar ou isentar.
