The Universal Declaration of Human Rights was a sincere effort by the U.N.O. to underscore the acceptance by civilized nations that all human beings are endowed with certain inalienable rights which deserve respect by all nations of the world. The rights against the State were collected in the International Covenant on Civil and Political Rights and the positive rights in the International Covenant on Economic, Social and Cultural Rights.
