This book, first published in 1987, examines the experience of the North Vietnamese economy during the struggle for national reunification and the Vietnam war. It chronicles the impact of war and Socialist Construction upon an extremely poor area left undeveloped by French colonial exploitation. The analysis focuses on the severe restraints that faced socio-economic development in North Vietnam, and the adverse effects of forced development based upon neo-Stalinist institutional models. Deep problems were encountered in attempting to implement Socialist Construction in the North, and wartime aid from fraternal Socialist countries masked the fundamental economic imbalances created by the development effort. After national reunification in 1975 the structural difficulties of the Northern economy and the shortcomings of its economic management system crushed the expectations of rapid peacetime development and led to the economic crisis of the late 1970s.

This book debunks the foundations of contemporary government-led development policy. The author questions the predictability of success when using mainstream development doctrines and its underlying assumptions, approaching development from a sceptical standpoint, as opposed to the more common optimistic view. The book uses international development and aid as a case study of how rich countries define how change should happen. Further, it suggests alternative ways of thinking about and organizing social change.

This book explains the dynamics behind the economic transformation from the colonial era to the post-independence period in Indonesia and Vietnam. It analyses the different Vietnamese and Indonesian government approaches to the economic legacies of colonialism remaining in these countries after independence. It also demonstrates that despite critical differences between the two nation-states, the Vietnamese and Indonesian leaderships were pursuing similar long-term goals: to create a truly independent national economy. The book discusses the way in which the Indonesian government established complete economic control, resembling the socialist transformation of North Vietnam in the 1950s, and...

Household Welfare and Vietnam's Transition

Vietnam's rapid growth has transformed the country, reducing poverty from about 75 percent of the population to about 50 percent. At the same time, its transition from a planned to a market economy has created new challenges for public policy in a wide range of areas. This volume explores issues such as which macroeconomic and structural reforms led to growth, what effect reform has had on the household economy, and how the transition has affected education, health, fertility, and child nutrition. It provides an analysis of economic and social policies and shows how micro-level data can be used to analyze the likely effect of different government expenditures and activities. It also focuses on the effect different policies have on the poor and challenges stereotypes about poverty-focused expenditures.

Institutions in Transition

The ongoing transformation of centrally planned societies into market economies poses many difficult questions regarding large-scale institutional reform - How far to go, how fast, and in which order? Financial intermediation is one sector in which the gap between socialism and capitalism is particularly large, and the development of commercial banking has often proved to be a bottleneck in the reform process. Institutions in Transition explores the development of the Vietnamese state banks, focusing on the situation in the early 1990s. It highlights the lengthy process of altering the formal and informal rules governing the bank organizations. The prevailing socialist ideology implies that ...

Vietnam

Here is the first scholarly book-length analysis of Communist Vietnam's political system. Taking advantage of the unprecedented wealth of revealing documentary material published in Vietnam since 1985, Gareth Porter offers new insights into the functioning of the Socialist Republic of Vietnam and its management of the Vietnamese economy and society. He examines the evolution of the system from the time the Democratic Republic of Vietnam was founded in 1945 through the 1986-1990 period of economic liberalization and cautious political reform by the successor regime, the SRV.

The Red and the Green

Reorganizing the agricultural sector into large-scale state and collective farms was the most radical transformation of economic institutions implemented by Marxist governments. Frederic Pryor provides perspective on this unique experiment by comparing in a systematic and original fashion the changes in the organization of agriculture in all of the world's Marxist nations. This approach allows not only a clearer understanding of the major lines of agricultural policy and organization in these nations but also a keener insight into the reasons underlying the variations among them. What have been the doctrinal elements that have led to collectivization? Why has the process of collectivization ...
