Critical Perspectives on PISA as a Means of Global Governance

This volume offers a critical examination of the Programme for International Students Assessment (PISA), focusing on its origins and implementation, relationship to other international large-scale assessments, and its impacts on educational policy and reform at national and cross-national levels. Using empirical data gathered from a research project carried out by the CeiED at Lusofona University, Lisbon, the text highlights connections between PISA and emergent issues including the international circulation of big science, expertise and policy, and identifies its conceptual and methodological limits as a global governance project. The volume ultimately provides a novel framework for understanding how OECD priorities are manifested through a regulatory instrument based on Human and Knowledge Capital Theory, and so makes a powerful case to search for new humanistic approaches. For each disease the concept, epidemiology, natural history, diagnosis and treatment are described, followed by essential advice on what the non-specialist can do for the patient and when to refer the patient to a specialist.

Este trabalho procura mostrar que houve uma mudança na relação do governo brasileiro e as empresas estatais nos final dos anos 70 e início dos 80. O objetivo central é observar como o governo passou a regular as atividades das empresas estatais com a criação da Secretaria de Controle de Empresas Estatais - SEST, em 1979. O argumento central desta pesquisa é que a mudança na relação entre o governo brasileiro e as empresas estatais significou um redirecionamento de sua política para um novo arranjo institucional, visando o controle destas empresas, em lugar do incentivo à sua ação autônoma do período anterior. A SEST é tomada como objeto de análise para abordar o que levou o governo a implementar um controle sistemático e centralizado, a maneira como este controle foi realizado e seus resultados. Este estudo procura mostrar que a regulação do governo sobre as atividades das empresas estatais foi inadequada para estabelecer as regras para seu funcionamento e os limites de sua autonomia, e que, neste contexto, o controle da SEST foi uma estratégia do governo para conhecer e coordenar melhor as empresas estatais.
