This review of the French health system analyses recent developments in health organisation and governance, financing, healthcare provision, recent reforms and health system performance. Overall health status continues to improve in France, although geographic and socioeconomic inequalities in life expectancy persist. The health system combines a social health insurance (SHI) model with an important role for tax-based revenues to finance healthcare. The health system provides universal coverage, with a broad benefits basket, but cost-sharing is required for all essential services. Private complementary insurance to cover these costs results in very low average out-of-pocket (OOP) payments, a...

Price Setting and Price Regulation in Health Care Lessons for Advancing Universal Health Coverage

The objectives of this study are to describe experiences in price setting and how pricing has been used to attain better coverage, quality, financial protection, and health outcomes. It builds on newly commissioned case studies and lessons learned in calculating prices, negotiating with providers, and monitoring changes. Recognising that no single model is applicable to all settings, the study aimed to generate best practices and identify areas for future research, particularly in low- and middle-income settings. The report and the case studies were jointly developed by the OECD and the WHO Centre for Health Development in Kobe (Japan).

Conservatorship

  • Categories: Law

Is involuntary psychiatric treatment the solution to the intertwined crises of untreated mental illness, homelessness, and addiction? In recent years, politicians and advocates have sought to expand the use of conservatorships, a legal tool used to force someone deemed “gravely disabled,” or unable to meet their needs for food, clothing, or shelter as a result of mental illness, to take medication and be placed in a locked facility. At the same time, civil liberties and disability rights groups have seized on cases like that of Britney Spears to argue that conservatorships are inherently abusive. Conservatorship is an incisive and compelling portrait of the functioning—and failings—o...

Corona, the Lockdown, and the Media

Corona, the Lockdown, and the Media investigates media influence on policies to contain the COVID-19 pandemic. Bernhagen and Kybelka propose that news reporting on the pandemic pitches human impact against economic consequences of the virus and of restrictive policy measures designed to contain it. They argue that the use of these frames influences governments’ decisions to enact or lift lockdown measures. Using time series data from England, France, and Germany, the authors show that news reporting on COVID-19 was indeed characterized by these media frames. However, there is no evidence of media influence on government policy. Instead, the authors find that anti-pandemic policy decisions were responsive to public opinion in these countries.

The Public/Private Sector Mix in Healthcare Delivery

"This volume examines the public/private sector mix in a number of national healthcare systems and their interface with the goals of health equity and quality of healthcare. Moreover, there is a consideration of public accountability. The unique significance of this collection of national studies involving the public/private sector mix of healthcare services and/or finances is that it provides insights into the factors that enhance the public/private sector mix in fulfilling the goals of health equity and the quality of healthcare services as well as an understanding of the circumstances in which elements of the public/private sector mix may be harmful for the achievement of such goals in a variety of national settings. The contributions to this volume provide a variety of perspectives in dealing with these objectives"--
