Through the reform made by the Lisbon Treaty were introduced a number of innovations including the legal personality of the European Union. Thus, the creation of a single legal entity provided a better representation of the Union at international level and also strengthen the EU's role as a leading actor in international relations. As a result, the purpose of this study is that after a thorough analysis of the Lisbon Treaty provisions to highlight and clarify the way in which the European Union exercise its legal personality in the international legal order and in the national legal order of the Member States. In addition, the aim of this study is to highlight the limits on the exercise of legal personality by the European Union according with competences conferred upon it by the Member States in the Treaties.

English Abstract: In Europe there are a number of small independent States, recognized at international level, which are bordered by the European Union. Taking into account the particular situation of small-sized States and their relations with certain Member States, the European Union develop a special relationship with neighbouring countries, aiming to establish an area of prosperity and good neighbourliness, founded on the values of the Union and characterised by close and peaceful relations based on cooperation. Therefore, the aim of this study is to highlight, on the one hand, the evolution of relations between European Union and the European small-sized States, on the other hand, to emphasize the action taken in order to strengthen this relationship and to facilitate the access of the small-sized States to the EU internal market.

The third session of the Council of Foreign Ministers, held in New York City from 4 November to 12 December 1946, had a fundamental role in establishing of the final texts of the treaties of peace with Italy, Bulgaria, Hungary, Finland and Romania. Taking into account the fact that the works of this session were not investigated sufficiently by Romanian historians, the purpose of this study is to reveal some documents discovered in the historical archives, documents which highlight the manner in which the members of the Council reached the final decision on the completion of the Peace Treaty with Romania. Furthermore, based on documents from archives which recently have become available, I sought to highlight the efforts made by Romanian government in an attempt to obtain some changes in the Draft Peace Treaty, especially on some major issues, such as co-belligerent status, military clauses and economic clauses, as well as the regime of navigation on the Danube.
