From the headline-grabbing stay in Harlem to his first diplomatic trip to Africa, Fidel Castro has made race a key to his foreign policy. Stressing the bonds that link Blacks in the United States and Africa with the more than half of Cuba's population, Castro has used race to embarrass his chief enemy and to cement allies not only with Africa but with the entire Third World.
