A obra faz uma análise do direito regulatório petrolífero brasileiro, apresentando as mudanças que ocorreram nos regimes normativos durante os anos com o objetivo de contextualizar e elucidar o mercado de petróleo. É a relação do monopólio estatal petrolífero no Brasil e as normas que abordam as diretrizes da regulamentação da indústria do petróleo no direito contemporâneo brasileiro, destacando a historicidade e a importância dessa commodity para a sociedade. Por fim, a natureza desta pesquisa é descritiva, com auxílio de pesquisas em artigos, livros, normas jurídicas e pesquisas históricas sobre a regulação da indústria petrolífera em face das seguintes normas: a Lei 2.004 de 1953, a Emenda Constitucional no 9 de 1995, a Lei 9.478 de 1997 e a Lei 13.365 de 2016.
