Sinemanın keşfinden bu yana filmler her daim egemen ideolojik gücün ilgi odağında yer almıştır. Sinemanın etki gücü ile birlikte siyasal erkler filmlerden faydalanmak istemiştir. İçerdikleri mesajlar ile ideolojinin taşıyıcısı konumunda olan filmler ideolojinin yeniden üretimine de katkı sağlamaktadır. Bu kitapta, Louis Althusser’in Devletin İdeolojik Aygıtları kavramı bağlamında kültür, sanat ve edebiyat üzerine incelemeler yer alırken belgesel sinema, kültür, ideoloji ve politika konuları arasında bağ kurulmaktadır. Çalışma Amerika Birleşik Devletleri, Avrupa, Üçüncü Dünya ve Türkiye’de yayınlanan propaganda belgesel filmlerini örneklerle açımlarken film festivallerinin ideolojik işlevleri konusuna ise Uluslararası TRT Belgesel Ödülleri özelinde açıklık getirmektedir.
