China’s rise is having a large impact on the global science system. The internalisation of this system in the past two decades would not have been possible without the outbound and especially the return flows of overseas Chinese scientists. This book explores their impact combining macro-level institutional and statistical analysis with an account of how the research culture has changed at the operational level. The theoretical framework used departs from the human capital approach, by building on literature from migration studies and evolutionary theories of the science system. It presents the results of an innovative mix of quantitative and qualitative methodological approaches. Overseas...

China's Scientific Elite is a study of those scientists holding China's highest academic honour - membership of the Chinese Academy of Sciences. Having carried out extensive systematic data collection of CAS members Cao examines the social stratification system of the Chinese science community and the way in which politics and political interference has effected the stratification. The book then goes on to compare the Chinese system to the stratification of the US scientific elite. The conclusions are fascinating, not least because one national elite resides in a democratic liberal social system, and the other in an authoritarian social system.

Science and Technology in Contemporary China

The Science and Technology policy changes in post-Mao China cannot be complete without a historical narrative and analysis of Science and Technology in its pre-policy (prior to 1850) and policy (since 1850 when the Qing rulers began to promote Science and Technology ) periods. This book is an imperative to revisit and interrogate the nature and scope of Chinese Science and Technology policy and progress. The text is divided into three parts. The first part considers both the macro and micro issues pertaining to Science and Technology policy in general and also of the policiy in particular. The second part highlights the historical narrative of Chinese Science and Technology policy as it has a key role in the evolution of contemporary Science and Technology architecture. The third part discusses three focal components of the Chinese Science and Technology system each representing state, society and international systems - the organizational structure representing the state; the research system representing society; and technology acquisition representing the international system with serious implications for China.

East vs. West

This book explores international development, contrasting the Eastern and Western experiences. It shows that, in the East, the Chinese experience has, in recent years, become shorthand for economic development and internationalization. China continues to build its society on an agricultural basis while simultaneously adapting to technological and institutional innovations. The volume highlights that, in global societies, both capitalistic and communistic, the nature of innovation has increasingly come to influence individual and common lives. It traverses the architecture journey in India, and bestows a clarity on the directions still to be taken.

Gain-of-Function Research

On March 10-11, 2016, the National Academies of Sciences, Engineering, and Medicine held a public symposium on potential U.S. government policies for the oversight of gain-of- function (GOF) research. This was the Academies' second meeting held at the request of the U.S. government to provide a mechanism to engage the life sciences community and the broader public and solicit feedback on optimal approaches to ensure effective federal oversight of GOF research as part of a broader U.S. government deliberative process. The first symposium, held in December 2014, examined the underlying scientific and technical questions surrounding the potential risks and benefits of GOF research involving pathogens with pandemic potential. The second symposium focused on discussion of the draft recommendations regarding GOF research of a Working Group of the National Science Advisory Board for Biosecurity. This report summarizes the key issues and ideas identified during the second symposium.
