Agriculture increasingly faces the challenge of balancing its multiple functions in a sustainable way. Integrated assessment and modelling (IAM) can provide insight into the potential impacts of policy changes. However, concepts to address the wide range of issues and functions typical for agriculture are still scarce. Environmental and Agricultural Modelling reviews and presents our current understanding of integrated and working tools to assess and compute, ex-ante, alternative agricultural and environmental policy options, allowing: 1. Analysis at the full range of scales (farm to European Union and global) whilst focusing on the most important issues emerging at each scale; 2. Analysis of the environmental, economic and social contributions of agricultural systems towards sustainable rural development and rural viability; 3. Analysis of a broad range of issues and agents of change, such as climate change, environmental policies, rural development options, effects of an enlarging EU, international competition, and effects on developing countries.

Enhancing Climate Change Mitigation through Agriculture

Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

In this paper we present a computable general equilibrium model (G-RDEM), specifically designed for the generation of long run scenarios of economic development, featuring a non-homothetic demand system, endogenous saving rates, differentiated industrial productivity growth, interest payments on foreign debt and time-varying input-output coefficients.
