El 8 de febrero de 2021, el entonces director de la Agencia Nacional de Contratación Pública –Colombia Compra Eficiente–, doctor José Andrés Omeara, en entrevista concedida a la Revista Semana, anunció una reforma a la Ley 80 de 1993, después de 28 años de vigencia del Estatuto General de Contratación de la Administración Pública. El resultado final fue un nuevo estatuto anticorrupción que, además de modificar la Ley 1474 de 2011, la Ley 1708 de 2014, Ley 1712 de 2014, la Ley 678 de 2001, la Ley 610 de 2000, también estableció normas transversales sobre contratación pública que modifican la Ley 80 de 1993 y la Ley 1150 de 2007, esto es, Estatuto General de Contratación de la Administración Pública.
