Dengan demikian Institusi kesehatan hendaknya menyiapkan berbagai prasyarat penting dan kompetitif dalam mengantisipasi dampak globalisasi tersebut. Guna mewujudkan pelayanan yang kompetitif tersebut, maka perlu diselenggarakan berbagai upaya kesehatan yang didukung antara lain oleh sumber daya kesehatan yang memadai sesuai dengan kebutuhan. Sumber daya manusia untuk kesehatan (klinis dan non-klinis) staf adalah hal yang terpenting sebagai staf adalah aset yang paling penting dari sistem kesehatan. Kinerja organisasi perawatan kesehatan tergantung pada pengetahuan, keterampilan dan motivasi karyawan perorangan (Awases, 2013).
