Hospital Performance in Brazil
Drawing on an eclectic array of research and evaluative studies culled from a mix of sources, this volume analyzes Brazilian hospital performance along several policy dimensions including resource allocation and use within hospitals, hospital payment mechanisms, organizational and governance arrangements, management practices, and regulation and quality. An agenda for hospital reform is proposed which synthesizes priorities that are integral to improving hospital performance-and which should be considered for implementation in the near and medium term.

The Social Roots of Authoritarianism
In this book, Natalia Forrat describes two models of authoritarianism: the first in which people see the state as their team leader and the other where they trust informal (non-state) leaders and see the state as a source of perks or punishment. Forrat compares the structures of political machines in four Russian regions, finding that the two maintaining unity-based authoritarianism demonstrated a stable performance across multiple elections, while the other two delivered less stable results. Carefully crafted and sophisticated, Forrat's theory of authoritarian power sheds new light on state-society relations in Russia and helps explain the divergent patterns of regime maintenance strategies in authoritarian countries throughout the world.

Undermining the State from Within
Undermining the State from Within pulls back the curtain on the counterinsurgent state to better understand how conflict dynamics affect state institutions and continue to shape political and economic development in the postwar period. Drawing on unique archival and interview data from war and postwar Central America, this book illuminates how counterinsurgent actors, under the pretext of combatting an insurgent threat, introduce alternative rules within state institutions, which undermine core activities like tax collection, public security provision, and property administration. Moreover, it uncovers how the counterinsurgent elite outmaneuvers governance reforms during democratic transition and peacebuilding to preserve the predatory wartime status quo. In so doing, this book rethinks the relationship between war and state formation, challenges existing scholarly and policy approaches to peacebuilding and post-conflict institutional reform and contributes a new understanding of what civil war leaves behind in an institutional sense.
