Il lavoro ripercorre la storia dello ZKM Zentrum für Kunst und Medien di Karlsruhe, a partire dalla sua architettura, dalle idee e tradizione teorica di cui è stato incubatore fin dagli esordi, sino ad arrivare all’analisi di alcune mostre che ne hanno rappresentato i momenti espositivi più rilevanti. La prima parte “Media” ricostruisce le vicende della concezione e fondazione dell’istituzione ad opera dello storico dell’arte e dell’architettura Heinrich Klotz (1931-1999). La seconda sezione “Spazio” parte dal contesto del centro nella sua duplice natura di museo e ‘fabbrica del pensiero’ per avanzare alcune ipotesi critiche per l’analisi dell’istituzione a partire dalla peculiarità del pensiero teorico che l’ha attraversata. La terza parte intitolata “Display” analizza alcune mostre che hanno avuto luogo presso lo ZKM, attraverso la selezione di cinque casi studio studio (MindFrames, Moments, Iconoclash, Making Things Public, Reset Modernity!) e due antecedenti storici (Les Immatériaux e Laboratorium) nei quali il “display” diviene lo strumento di analisi dello spazio espositivo. La burocrazia si è prestata storicamente a interpretazioni in netto contrasto tra di loro: da un lato, la lettura di Max Weber che la assimila a un processo di progressiva razionalizzazione della società; dall’altro lato, una lettura critica, per lo più anglosassone, che vi intravvede soltanto gli aspetti negativi, gli eccessi formali e il carattere autoreferenziale. La critica della ragion burocratica cerca invece di inserire la burocrazia nell’ambito di un dispositivo immunitario a priori, che gestisce e organizza le molteplicità sociali attraverso la produzione di infiniti documenti. I suoi tratti negativi – distrazione, differimento, cronicizzazione, inazione – costituiscono delle precise tecniche immunitarie finalizzate a contenere il rischio sociale sia endogeno che esogeno. Grazie a questa struttura, la burocrazia non riguarda più solo l’amministrazione pubblica, ma anche gli ambiti ben più ampi dell’economia, della scienza, della medicina, della scuola, della vita privata. È nato il “soggetto burocratico”, i cui tratti talvolta perversi, insensati ed eccessivi segnalano un’evidente situazione di impasse all’interno delle società occidentali.
