This paper presents the draft Groceries Code Adjudicator Bill. The Bill creates a Groceries Code Adjudicator whose purpose will be to enforce and oversee the Groceries Code. The Code obliges large retailers (with a turnover of more than £1 billion in groceries in the UK) to deal fairly and lawfully with their suppliers; not vary supply agreements retrospectively, except in circumstances beyond the retailers control which are clearly set out in the supply agreement; and pay supplies within a reasonable time.
