Evaluation of Lesotho’s Child Grants Programme (CGP) and Sustainable Poverty Reduction through Income, Nutrition and Access to Government Services (SPRINGS) project
Social protection has been recognized as a key strategy to address poverty, vulnerability and social exclusion in Lesotho. As a result, the Government, with support from UNICEF and the European Union, developed the Child Grants Programme (CGP), which provides unconditional cash transfers to poor and vulnerable households registered in the National Information System for Social Assistance (NISSA). The quantitative impact evaluation presented in this report seeks to document the welfare and economic impacts of CGP and SPRINGS on direct beneficiaries and assess whether combining the cash transfers with a package of rural development interventions can create positive synergies at both individual and household level, especially in relation to income generating activities and nutrition. This paper is being published in the context of a partnership between FAO, IFAD and the Universidad de los Andes (UNIANDES) and its Centro de Estudios en Desarrollo Económico (CEDE) based in Bogotá, Colombia.
Scoping review on the role of social protection in facilitating climate change adaptation and mitigation for economic inclusion among rural populations
Rural populations, especially small-scale producers and women, are disproportionately impacted by climate change since their livelihoods depend largely on natural resources and weather patterns. [Author] This paper reviews the available evidence on the role of social protection programmes in facilitating climate change adaptation and mitigation, with a specific emphasis on economic inclusion for agriculture-dependent households. The Integrated Nutrition Social Cash Transfer (IN-SCT) pilot project was embedded within Ethiopia’s Productive Safety Net Programme phase 4 (PSNP4). The PSNP4 programme supports food insecure households through two components: a cash transfer component that requires the recipient to participate in public work activities or to comply with soft conditionalities on access to social and health services; and a livelihood support component. Ageing in Europe - Supporting Policies for an Inclusive Society
SHARE is an international survey designed to answer the societal challenges that face us due to rapid population ageing. How do we Europeans age? How will we do economically, socially and healthwise? How are these domains interrelated? The authors of this multidisciplinary book have taken a further big step towards answering these questions based on the recent SHARE data in order to support policies for an inclusive society.
From Evidence to Action
Cash transfers have become a key social protection tool in developing countries and have expanded dramatically in the last two decades. However, the impacts of cash transfers programmes, especially in Sub-Saharan Africa, have not been substantially documented. This book presents a detailed overview of the impact evaluations of these programmes, carried out by the Transfer Project and FAO’s From Protection to Production project. The 14 chapters include a review of eight country case studies: Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa, as well as a description of the innovative research methodologies, political economy issues and good practices to design cash transfer programmes. The key objective of the book is to enhance the understanding of these development programmes, how they lead to a broad range of social and productive impacts and also of the role of programme evaluation in the process of developing policies and implementing programmes.
Are we done yet? Response fatigue and rural livelihoods
Accurate understanding of peoples’ livelihoods activities is needed to inform effective policy. Existing evidence relies heavily on studies that use designated respondents to provide information about their household members, imposing significant costs on these respondents along with possible distortions in the data. In rural Ghana, we randomize the order that household members are asked about and estimate that response fatigue leads to undercounting of labor activities by 8% on average. Women are twice as impacted as men while youth are four times as impacted as older adults, distorting both within-household and population wide comparisons. These biases result from women and youth being listed systematically later in rosters and stronger effects of fatigue for them, conditional on roster position. The implications of our results extend to other topics of enquiry as well, wherever similar repetitive survey structures are deployed, such as birth records, plot-level inputs, and household consumption and expenditures.
