This document first outlines key challenges facing the British Columbia public service and their human resource implications. It then sets out the vision, values, & managerial principles of the public service and presents a corporate human resource plan with strategies under six goals: an effective people strategy; proactive & visionary leadership; performance-focussed workplace; a learning & innovative organization; flexible & motivating work environment; and progressive employer/employee relations. Finally, supporting initiatives and implementation of the strategies & their deliverables are discussed.
