Gilberto Ulhôa Canto Presidente da Associação Brasileira de Direito Financeiro - ABDF por 28 anos, Ulhôa Canto sempretratou o Direito como verdadeiro artesanato e, por essa razão, deixou enorme e fundamental legado para a formação profissional de incontáveis seguidores pertencentes às mais diversas gerações. Um dos maiores juristas que este país já teve, Ulhôa Canto participou de forma decisiva na elaboração e solidificação do ordenamento jurídico em que se ampara o Sistema Tributário Nacional há 55 anos. De fato, Ulhôa Canto foi um dos autores dos projetos de que resultaram a única efetiva reforma constitucional tributária até hoje vivenciada na história nacional – a Emenda Constitucional 18/65 – e o próprio Código tributário Nacional, que, desde quando editado, em 25/10/1966, jamais teve qualquer dos seus dispositivos declarado inconstitucional.

A jurisdição constitucional ostenta um foro de destaque crescente, sendo responsável pela condução de diversos temas sensíveis, como políticas públicas, questões morais, entre tantas outras. Não bastasse, a forma que a Corte Suprema se utiliza para construção dos precedentes, em substância, como o debate entre os julgadores é travado, alterou-se radicalmente, transmudando-se de uma jurisdição artesanal, com debates síncronos e presenciais, para uma Corte essencialmente digital, em que a quase totalidade de suas decisões são tomadas de forma assíncrona, em ambiente eletrônico. O presente trabalho tem por intuído investigar os meandros procedimentais do Plenário Virtual, plataforma eletrônica a qual o Supremo Tribunal Federal elegeu para julgamento de todas as classes processuais atualmente circulantes na Corte, desde a sua criação até a moldura atual. A análise tem por objetivo certificar se a opção pelo julgamento assíncrono teve impacto na aceleração da resolução dos casos levados ao STF, bem como se a plataforma, na atual quadra, encontra-se adequada ao princípio do devido processo legal.

State Capitalism under Neoliberalism analyzes State capitalism in agri-food under neoliberalism and investigates State-sponsored actions designed to counter the negative consequences of the implementation of free-market policies and strategies. In particular, it probes efforts of the Brazilian State to respond to the neoliberalization and corporatization of agriculture and food. Between 2003 and 2016, the left leaning Workers’ Party (Partido dos Trabalhadores) governed Brazil, which claimed to support landless peasants, family farming, food sovereignty, and State regulation of the unwanted consequences of the evolution of free market capitalism. The contributors analyze these actions of the Brazilian State, stressing its accomplishments and limits, and argue that the emancipatory actions of the Brazilian State engendered a complex and contradictory set of results which show that State capitalism is a problematic solution to the problems generated by the global neoliberal regime.
